TP, for Technical Points, tells how accurate your taps are, and can roughly be considered a measure of overall timing performance. It is not affected by things that affect damage output; it is a completely separate aspect.
However, TP is affected by things that affect judgment, such as the TEC stat (which can widen the timing window), certain style effects, and certain NOISZ Burst effects. TP is only recorded if you clear the song (get grade A or higher) - otherwise, your TP is set to 0.
TP is calculated by adding the base points for each note depending on judgement, divided by the total number of notes in the song (this ensures the highest TP is 100).
Getting hit by a bullet also affects TP. These are considered "Ouch!" judgments and penalize more TP then Errors.
