Rise is one of the most popular girls in the middle school featured in 2ECONDS TO STΔRLIVHT: My Heart's Reflection, along with Ai and Sumire; she is quick to make up her mind on things and is somewhat opinionated, meaning she often closes her mind to things before giving them a chance. She enjoys the misfortune of others, taking active pleasure out of watching others fail.
She spends most of her time skipping class, visiting the local bakery, playing at the arcade and hanging out with Ai and Sumire on the weekends; she enjoys chocolate flavoured things.
Story
2ECONDS TO STΔRLIVHT: My Heart's Reflection
Rise appears mostly with Ai; the two of them make plans together with Sumire for the weekend. Eventually, the topic turns to a video Rise saw of someone falling over online.
After class, Rise encounters Hakuno, and begins bullying her, spreading rumors and intimidating her in person. Sumire speaks up against this, and ends her friendship with Rise and Ai.
Rise contacts Sumire to "apologize" for earlier, though refuses to acknowledge wrongdoing, eventually demanding an apology from Sumire, and Sumire blocks the two of them.
Eventually, alongside Ai, Rise would send a letter to the Flaming Pride Friendship Club threatening to out Hakuno if they don't disband.

Several years later, in NOISZ STΔRLIVHT/Story/VS Postlude, Rise would attend the final Clash of Twilight with Ai. The two would be interviewed by Yoko Hinamori, where they admitted to regretting their past actions; they had never intended to actually out Hakuno, and were both horrified when Hakuno was kicked out of her home because of their actions. Rise would listen to one of STΔRLIVHT's songs years later, showing it to Ai as well, and realized the person they'd bullied was as human as they were.
After the interview, Rise asks Yoko if she'll help people understand each other. Yoko says that's her job as she returns to her seat.
History
Rise was best friends with Ai and Sumire from a young age; her parents knew Sumire's parents, and she would often go to Sumire's house for playdates.
